DNV’s Chief Operating Officer Bjørn K. Haugland made the commitment at the UN Private Sector Forum in New York yesterday, stating that “DNV is committed to supporting the development of international standards and guidelines that will ensure that growth in Energy Access in developing countries is achieved with optimum solutions for environmental sustainability and low-carbon development.”

The commitment comes at a time when a central challenge in international climate change negotiations is the question of how developing countries’ efforts to eradicate poverty and enhance economic growth can be realized without corresponding increases in the emission of greenhouse gases.

“One way of tackling this challenge is to accelerate the diffusion of low carbon technologies in the developing world. It is then encouraging to see that the developed countries have committed to the UN Framework Convention on Climate Change (UNFCCC) and pledged to mobilize funds to finance technology transfer, capacity building, mitigation and adaptation activities in developing countries,” said Haugland, who chaired one of the Energy Efficiency tables at the Forum.

He continued, “Indeed, several countries are already taking early action to accelerate the process and DNV is well positioned to build trust and confidence in the new fund mechanisms by ensuring reliable results and managing technology transfer risks.”

Haugland also emphasized that DNV will provide independent assurance that supported programs and activities for Energy Access to meet objectives through frameworks for monitoring, reporting and verification.

“DNV is committed to providing transparency and trust in the “Sustainable Energy for All” targets, and will support local capacity building efforts for efficient technology transfer,” he said, and concluded, “DNV will utilize its international network, local presence, technical skills and risk management expertise to achieve these goals.”

Three major targets by 2030

The key focus of the forum was UN Secretary-General Ban Ki-moon’s new global initiative, Sustainable Energy for All. This initiative will engage governments, the private sector, and civil society partners globally with the goal of achieving sustainable energy for all, and to reach three major targets by 2030:

• Ensure universal access to modern energy services.
• Reduce global energy intensity by 40 per cent.
• Increase renewable energy use globally to 30 per cent.
